The country has reopened less than 6 weeks after it imposed a national emergency and the Japanese government has declared Japan\u2019s response to Covid-19 a success. Along, Prime Minister Abe Shinzo has praised the \u201cJapanese way\u201d of battling the virus.<\/p>\n\n\n\n<p>Japan\u2019s approach to the pandemic was indeed very different from other countries. Choosing to only engage in a \u201c<a href=\"https:\/\/www.nytimes.com\/2020\/05\/29\/world\/asia\/japan-coronavirus.html\">lockdown light<\/a>\u201d and limited testing compared to other G7 countries, Japan has surprised the world with low infection and mortality rates. So, what made the \u201cJapanese way\u201d succeed and should other countries try to emulate the Japanese governments response?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Restrained Government Action<\/h4>\n\n\n\n<p>In fact, in the early days of Covid-19, the national government\u2019s response was anything but fast. School closures were announced <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bbc.com\/news\/world-asia-51663182\" target=\"_blank\">relatively early<\/a>, on February 27, a month after the cruise ship <a rel=\"noreferrer noopener\" href=\"https:\/\/eu.usatoday.com\/story\/travel\/cruises\/2020\/03\/01\/coronavirus-final-diamond-princess-cruise-crew-members-vacate-ship\/4922243002\/\" target=\"_blank\">Diamond Princess<\/a> was quarantined. Still, border closings and lockdowns were introduced slowly, and testing never reached the extent it did in other countries. Mass testing has been at the centre of South Korea&#8217;s strategy and has found adoption in many other countries. In Germany, with a population roughly 2\/3 of Japan, experts recommended a daily testing capacity of <a rel=\"noreferrer noopener\" href=\"https:\/\/www.bmi.bund.de\/SharedDocs\/downloads\/DE\/veroeffentlichungen\/2020\/corona\/szenarienpapier-covid-19.pdf?__blob=publicationFile&amp;v=4\" target=\"_blank\">200,000<\/a>. Japan had been preparing <a rel=\"noreferrer noopener\" href=\"https:\/\/gtimg.tokyo2020.org\/image\/upload\/production\/qwyazxszsj0mmjbossaw.pdf\" target=\"_blank\">for the last 5 years<\/a> and during my stay in Tokyo in 2019, advertisements were omnipresent, and the countrywide euphoria was accompanied by substantial construction projects. The effect on tourism, a rare growth sector in Japan\u2019s struggling economy, was expected to be <a rel=\"noreferrer noopener\" href=\"https:\/\/www.boj.or.jp\/en\/research\/brp\/ron_2016\/data\/ron160121b.pdf\" target=\"_blank\">enormous<\/a>. Now, as buzz was being replaced by nervous tension, it seemed that Prime Minister <a rel=\"noreferrer noopener\" href=\"https:\/\/www.japantimes.co.jp\/news\/2019\/09\/06\/national\/japanese-family-names-first\/#.XtPyyjozY2w\" target=\"_blank\">Abe Shinzo<\/a> was trying to thread the needle, fearing a strong reaction might deter foreign visitors from attending the games. This was, of course, based on the assumption that the games would still be happening, which seemed less likely by the day.<img loading=\"lazy\" decoding=\"async\" width=\"432\" height=\"318\" src=\"\"><br>The government declared a state of emergency for 7 of Japan\u2019s 47 prefectures on <a rel=\"noreferrer noopener\" href=\"https:\/\/thediplomat.com\/2020\/05\/the-rise-of-japans-governors-central-local-relations-during-a-pandemic\/\" target=\"_blank\">April 7<\/a>, 2 weeks after the IOC and Abe had agreed to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.olympic.org\/news\/joint-statement-from-the-international-olympic-committee-and-the-tokyo-2020-organising-committee\" target=\"_blank\">reschedule the games<\/a>. This lockdown was soon expanded to the whole country, but observers remained skeptical. While the low testing rate may leave many cases undetected, it is notable that despite Japan\u2019s population being the oldest in the world, we have not seen mass burials like in Italy. This poses the question: What compensated for the relative inaction of Japan\u2019s government?<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Culture-Factor<\/h4>\n\n\n\n<p>Culture as an orientation system for a specific group influences norms, thinking, and behavior of that group (<a href=\"https:\/\/www.vr-elibrary.de\/doi\/book\/10.13109\/9783666461866\">Thomas 2005<\/a>). It is not the only determinant of behavior but for Japan\u2019s dealing with Covid-19, three cultural factors are worthy of consideration: high-context communication, collectivism, and Japanese hygiene standards.<\/p>\n\n\n\n<p>The closing of schools was debated hotly because of the unclear effect of Covid-19 on children but provided an interesting case-study for implicit communication. A poll tracking people\u2019s behavior found the share of respondents who had changed their behavior rose to 60% <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=3595063\" target=\"_blank\" rel=\"noreferrer noopener\">shortly after the announcement<\/a>. The statement might not have contained an explicit order to stay home, yet people decreased daily trips and increased remote working and studying almost immediately. If the government&#8217;s goal was to reduce the spread of the virus, then this \u201cside effect\u201d might have had an even bigger effect than the actual order.<\/p>\n\n\n\n<p><img loading=\"lazy\" decoding=\"async\" width=\"518\" height=\"365\" src=\"\"><br>Once the national emergency was passed, many commentators criticized the lack of sanctions for shops that would not follow the closure \u201crequests\u201d issued by governors. Indeed, Germans or Americans may prioritize individual desires unless a law restricts one\u2019s actions. Japanese, however, define themselves more by relation to the people and groups around them. Wearing masks in everyday situations is <a href=\"https:\/\/japantoday.com\/category\/features\/lifestyle\/why-do-japanese-people-wear-surgical-masks-its-not-always-for-health-reasons\" target=\"_blank\" rel=\"noreferrer noopener\">common<\/a> because it displays responsibility, shields from allergens, and even hides a bad make-up day. Furthermore, rigorous handwashing (especially during flu-season) is encouraged and even requested by hosts. Open-access hand sanitizer is found at the entrance of malls, in bathrooms, and is sold in every convenience store. Many of these standards had to be communicated, cultivated, and even <a href=\"https:\/\/www.theguardian.com\/world\/2020\/mar\/31\/calls-grow-for-germany-wide-use-of-face-masks-covid-19\">enforced<\/a> in other countries, and time was lost. In Japan, because these actions were already ingrained in people&#8217;s daily routines, hand-to-face infection was likely much lower.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">What can we learn from this?<\/h4>\n\n\n\n<p>What Japan teaches us is that government action does not happen in a vacuum and is thus only one factor in any plan to tackle Covid-19. It is unlikely that the actions taken by federal government alone were sufficient to stop the spread in Japan. Next to culture, analysts point to <a href=\"https:\/\/thediplomat.com\/2020\/05\/the-rise-of-japans-governors-central-local-relations-during-a-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">governors<\/a> stepping up, effective localized <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2020-05-22\/did-japan-just-beat-the-virus-without-lockdowns-or-mass-testing\" target=\"_blank\" rel=\"noreferrer noopener\">contact tracing<\/a>, and a strong health care system contributing to Japan\u2019s temporary success. As Covid-19 spreads around the world, we have to understand the environment in which decisions are made because when the margin of error is human lives, we cannot engage in trial-and-error with one-size-fits-all solutions.<\/p>\n\n\n\n<p>In the case of Japan and the Abe administration, it seems that people are not convinced of the \u201cJapanese way\u201d. Abe\u2019s <a rel=\"noreferrer noopener\" href=\"http:\/\/www.asahi.com\/ajw\/articles\/13401687\" target=\"_blank\">approval rating<\/a> has dropped to 29%, a record low and 57% of Japanese disapprove of his handling of the outbreak. Japan\u2019s population is old and if it is hit by a second wave, Japan\u2019s health care system remains vulnerable.
